In Loco Parentis Standard: IL 10000:2025 (ACCAB Standards Publication) is a voluntary Quality, Health & Safety standard created for Early Education & Child Care Centres. Built on the “in loco parentis” principle—in the place of a parent—it helps centres strengthen their duty of care during operating hours and create safe, nurturing, and inclusive environments that support children’s academic, social, emotional, and physical development. The standard is grounded in the principles of the United Nations Convention on the Rights of the Child (UNCRC) and is designed to complement (not replace) legal and regulatory obligations.

IL 10000 is organized into four practical parts: (I) Requirements (core elements such as framework, governance, space/infrastructure/environment, planning and policy deployment, financing, and human resources), (II) Code of Practice (actionable guidance covering location, indoor/outdoor design, access control and security, equipment, daycare program, policies, staff, safety, hygiene, maintenance, and administration), (III) Audit Checklist (a structured 1–5 scoring model), and (IV) Audit Checklist Guidance (how to assess, evidence, and drive improvement).
